What weight capacity axles and number would you expect to see on a LQ trailer that weighs 13000 lbs empty? Which would you prefer 3-7000 lb or 2-9000 lb axles or something totally different? What are pro & cons of each?

That would depend on the length of the trailer and the load distribution. There are pros and cons of each depending on that distribution.
Three axles will give you better balance of the weight over a longer distance, but will make maneuvering the trailer more difficult in tight turns. The spread of the three will cause a lot of tire scrubbing due to the separation of the front and rear axles during the turn. However 3 axles gives you another pair of brakes.
The two axle option improves the maneuvering, but requires axle placement to be more precise with the weight for balance if you have much overhang behind the axles.
I have traded all of our 3 axle trailers for duals because of the tire scrubbing issue, but considering swapping the RV for a toyhauler which will require 3 due to the long rear overhang and weight.
So it really depends on your trailer length and balance requirements. If you go with the two axle layout I’d go with G rated tires if they are available for that weight.

If the three axles are Torflex …. Be aware that Dexter does NOT recommend it. Their concern is overloading the remaining axles if one or more of the axles is unloaded … say over a curb or hole. Seems like they don't have a problem with twice (2x) the axle load but not more. Check the Dexter web site for your own confirmation.

I believe there is another factor, in that if the trailer is not absolutely flat, the rear axle will be possibly overloaded. And no one every tows one completely flat....
