Here is the picture of the 08 Power Stroke set up. The yellow lever is the water drain. I'm sure you could put a drain petcock in the drain plug to drain the water on 6.0L. Ford told me several times over the years they were going to do that. When you open the water drain, it will take pressure out of the filter to disconnect it for changing the filter which unscrews like the top one.

When you pull the drain plug it relieves the pressure and I use an extension on the socket to remove the cap and it is not too bad.The old filter comes out,new goes in.Pretty easy.

If there is one on the frame rail AND one under the hood the frame rail one will most likely be a coarse filter, i.e. one that only stops big stuff.
The one under the hood will be usually be a finer filter, something in the order of perhaps 20 and 10 microns respectively.
It isn't easy to predict which will clog first, e.g. if the ONLY crud you get is large it will all be stopped by the coarse filter, OTOH if you get all fine crud that will all pass through and get stopped by the fine filter.
It is a fair bet that you get some of each, so changing them both is probably the right "might just as well" decision.
