I suggest the trailer manufacturer.
4-Star is VERY good for things like this, so even if your trailer isn't a 4-Star but their parts would fit, they would sell them to you (directly, you don't have to go through a dealer).

I bought heavy duty chains and the applicable hardware (quick-release snaps) and used pipe insulation from Home Depot. It's cheap. $1.99 for one. I cut it in half, then covered it with black vinyl from the fabric store. They both cost me about $20.

Perhaps you could get an upholstery shop or seamstress to make some. I have metal cylindrical butt bars (not chain) that are fairly thick metal, so I made some with foam from a fabric store and covered them with heavy vinyl or naugahyde fabric (don't ALL horses mess the butt bars???) I have straps that secure around them of the same fabric with large grommet type snaps, so they can be removed and cleaned. I covered 2 butt bars for about 20 bucks of materials. Probably would cost you about 50 to have some custom made, but they would be far nicer than thin foam pipe covers.

The foam pipe covers I used weren't that thin. About the same thickness as foam from the fabric store.
BTW - best idea I ever got from someone was to place saran wrap over the butt bars of your trailer. No more irritating that the vinyl would be to your horses behind, and instead of scrubbing dried poop off the bars you just peel them off and throw them away (maybe not the most environmentally conscious of ideas, but hey).
Nice people to deal with and decent prices compared to ordering directly from a dealer. They also sell replacement feedbags for straight and slant load trailers. I did not order the pads but the feedbags I got were very nice quality. You will have to call them to place your order.
