Subject: Touching up paint on a Used 92 Logan GN

I recently bought a white 92 Logan GN 4H, but will not have it repainted until next summer. It has some scratches and missing paint areas here & there. What is the best way to clean up the white chalky paint remaining, and touch up the areas that need it? I'm going to be putting on the DOT reflective tape soon as well for safety. Any suggestions are most welcome.
