Please search recent posts on this topic, though as I remember it wear of the outside portion of the tread was the issue the last time.
Overloading and overinflation are my guesses.

If your trailer is not level, you have torsion axles, and the the back of the trailer is lower than the front, your trailer is putting more of its weight on the rear tires. As Reg says "overload" ...
Another possibility is the camber of the axle is wrong or gotten bent. Most torsion axles have a bend to create the proper tire camber.
(Camber is the angle the tires are set to. Normally, the tire's top is leaning over the bottom. When the tire is rolling down the road the tire swishes out, away from the trailer center)

I had the same thing happen on my 2001 3 horse bumper pull. It was only on the rear axle tires. The axle had somehow gotten bent and that made the inside of the tires go bald. We straightened the axle and replaced the tires.
