Should a goose neck with tandem axles be level when hooked up to the tow vehicle or should the front be slightely higher than the back ?

We run our GN trailers 4" high at the front while empty. This results in no bed interference problems. Our Timbrens and factory overload springs then contact the stops after ~4" of travel, which provides a comfortable ride and some suspension travel when loaded.
