Try Bitters. It can be bought at most pet stores. It is all natural and has a chalky-bitter taste. You could also try vinegar and water.
Sounds like the foal is bored, so maybe giving her a few items to play with will help too. There are lots of lick-it/treat type toys in addition to homemade ones like milk jugs, old tires, etc. Is the foal able to be turned out to get exercise?

Try braiding her tail and using a tail bag, spray it with No Chew or vinegar...our foal did the same...all the way up to the tail bone...took almost 3 years to hit the ground again...learned with the 2nd one...no problem with tailbag. Ours also chewed her momma's mane...so watch that too....little buggers!!

Yes and no - the horseflys (or is it horseflies?) are so awful around here that we can only turn them out early morning and at dusk or they're eaten alive. Spray doesn't help.
Tried a stall ball but he won't touch it - not destructive enough I guess ;-) Thanks
