I have a horse trailer made from FRP. Over time, the surface has dulled. Is there any way to get the trailer exterior really sparkling again? Or even half-way sparkling? I tried various things, but nothing I've tried has done the trick.

I'm sure you tried rubbing compound? What I've used in the past to bring back surfaces badly faded is Mother's Mag Polish. It's a mild (grit) but really pulls off a shine. Give it a chance, you have nothing to lose and everything to gain.

If it's a FRP construction, the outside finish is a gel coating of resin. Anything but a very fine polishing compound will DULL the finish. The UV light damages the surface of the resin, oxidizing the finish and causing a dulling affect.
There are many types of marine polishes and "rejuvenators" that are specifically made to address this issue. There are combination products that will remove the dead resin and polish your gel coating. Using a wax with a UV inhibitor will lessen the UV damage in the future.
