Ok, to clarify the staement for those who just don't understand it...
"For safety reasons, the tow vehicle should be able to perform as well with a trailer as without. The chance of an accident is increased when the tow vehicle is sluggish, or doesn't handle as quickly on the road as it should. Braking becomes ineffective."
Don't tow with a vehicle that doesn't drive right to begin with! If you truck isn't braking well, don't use it to tow with. If there are questionable aspects to the tow vehicle, don't tow with it!!
What you just said makes perfect sense
But that is not what the quote from the website says - that may be what they meant - but it's not what they said.
ditto. it is NOT what they said. the only reason you(hav2ride) understood it, is because you have some knowledge of towing to start with.

I think hav3ride is assuming that is what they meant because that interpretation is the only thing that makes sense. But that may not be what they mean in the article as it is not what was said.

I look forward to a further clarification of the clarification of hav2ride's clarification. The white house press secretary is probably getting "right on that", so maybe in 3 days ?

Lets see, the topic was, could a Range Rover tow if a Range Rover could tow? We are now parsing the grammar of incomplete thoughts. Let's move back several days and sneak a peak inside the FEMA war room. One person raises the question -- can we get bottles of water to hurricane victims? Out pop the emergency response manuals and the participants spend the next five days arguing over the following statement. For public safety reasons, the delivery vehicle should be able to perform as well with a trailer as without. The chance of accident is increased when the tow vehicle is sluggish, or doesn't handle as quickly on the road as it should....potholes may cause accidents, road conditions may not be condusive to safe delivery, if water is stacked to high the load may become top heavy. One person asks, "Is it better to keep the water trailer at home and never go or should we just go and be careful?" In all economic circumstances there are the haves and have nots. Some people have one ton duallys with monster engines and many others do not. Sadly, many people had water, food, and housing while others did not. I am afraid our society would rather sit and argue about the merits of any matter rather than just acting in a prudent way.

You got it. This forum tends to become full of hot air or gas, however it may be. But I sure do get a chuckle out of visiting here!

Hey, Barry, all I did was suggest that the OP read the article on tow vehicles. When I got jumped all over for posting the web site, I just defended the points of the article. I have to say, the bashing that goes on here gets very tedious. I'm actually surprised that the monitor lets it occur. I've had enough. See ya!

Then why didn't you understand it?
perhaps "understood" is the wrong word. maybe i should have said you put the correct words in their mouth. there was technically nothing to "understand" it was an ignorant/stupid statement on the part of the author.
