I have a 5yr old Paint Gelding, he will be 6 in April, he is the perfect height for me but I really wanted him to be a little stockier. His hindquarters are "to die for" but his chest and shoulders lack a little. I had his Mom for a while and she was built like a tank, but from what I have heard his dad was long and lean.
My question: At what age should I give up hope that he will fill out in the fromt end?

What kind of work does he do daily?  How much structured exercise does he get in a week?

UH!! Well!! I guess you have a point!! I only get to ride on the weekends and we just trail ride. I guess I need to start utilizing that round pen I got Huh?

If they are really growthy until they are about 4 you'll still see muscle maturation into the 6th year.  Some of this also has to do with the age at which he was gelded and his bloodlines.

Do lots of lateral work in an arena, and lots of long, slow trots on gentle uphills on the trail. His bone structure is probably close to being full-size at that age, but his musculature can still be built up more. Have fun improving him, and don't forget to take pictures. It's really amazing what a year can do to a horse's conformation.
