I have a 1990 Sooner Dynasty, so its FRP material. I am trying to peel off old decals, so I can put something nicer on. There is like 3 layers!! THe first 2 seem to be vinyl? I have a rubber wheel and they come off like using a pencil eraser. But my rubber wheel does not do squat for the bottom layer, which I think is the original sticker. THis one isn't budging with the rubber wheel or with heat gun and paint scraper. If I am not careful, I gouge into the FRP and take off coating layer. I know I can't be doing that, so what other options do I have to get that sticker off? I hate to have to put anything over top as you will see lines under it :(

Is there any kind of solvent I can use that will eat up sticvker, but not FRP?

Look at the aircraft adhesive/decal remover:

Acetone will remove residue from fiberglass without hurting the resin.

DO NOT USE heat and a putty knife. The heat gun will soften the resin, the knife will gouge the surface.
