It depends on the geometry of the trailer design...heavy living quarters et cetera...I would think you'd find the hay rack BEHIND the axles...

Also having the hay rack near the rear of the trailer, means that the ladder will also be mounted where it won't interfere with awnings, doors etc. You wouldn't want a hay rack over the LQ area, where it would be in the way of the vents, AC unit, antenna etc.

With the additional weight near the rear of the trailer, it is also closer to the axles, and lessens a bit of the pin weight.

Some are placed more forward make room for generator placement....
