Shaving in horses lungs= bad idea. I would not want to ride back there with all those shaving blowing in my eyes and lungs.

I use the pellets with mine and have spent over 100 miles in the back with a sick horse and blowing dust was not an issue

We use shredded paper. No dust, great absorption, no material costs, not slippery when wet.

We have an industrial shredder and neighbours that keep us supplied with news paper. In addition, my wife works at a firm that shreds their old documents, and is given several bags full every week. Most businesses throw their paper away, it's often available for the asking.

The paper/manure combination breaks down quickly when used for garden fertilizer. This is what is delivered back to our neighbours in exchange for their initial donations. That then turns into gift bags of veggies during the summer. Its a win, win symbiotic relationship.
