If you are not the original owner they will do nothing for you. For original owners that replied during the notification period, they only coated the roof. Something that has do be done yearly now.

I did contact the company and they did not mention that there had been a recall on that year/model. The person did recommend that I take it to a CM dealer to let them look at the roof. The roof of this trailer does not leak but has a 1 piece sheet or fabric material on it. The material is like a fiberglass material and does not lay flat on the roof. Kind of wavy. I did not buy the trailer new and not sure what it is. Also, just wondering what is under that fabric.

I'm not sure that recall is quite the proper term, as that generally involves safety. Your roof issue is aggravating, but not unsafe I'd think.
With that- you just answered the question without even knowing it. CM Norstars of that era used a roofing material that CM purchased from another party. It had a fancy name that I can't recall. But in effect, it was a laminate product, of which the top layer was fiberglass. What happened in reality, is that it appears to break down, and delaminate with UV exposure. Your "floppy sheet" is the top layer that has delaminated from the rest of the roof. It either is leaking, or soon will be.
I have known of trailer owners who have worked with CM and had the roof replaced at their factory with what I understood was a discounted rate. But it was still a lot. We have had several through our shop where we have installed an aluminum skin roof over the current roof. When done, it looks like all original CM from below, and like a seamless aluminum roof from above. It too isn't cheap, but should carry the trailer through the end of its life.

After a lot of phone calls concerning the roof of my 2004 CM trailer, this is what I have learned. 1. The trailer I have was actully made by Cimmeron .CM contracted them to build some of their trailers. 2. On the late 2004 early 2005 trialers they made for CM, Cimmeron installed a laminated fiberglass roof. 3. Over time , UV exposure degraded the glue between the top woven fiberglass fabric and the underlying foam. 4. Cimmeron did offer to replace the roofs on units owned by origional buyers. 5. There isn't any assistance of any kind now . 6. Cimmeron rep told me that he does not beleve removing the loose woven fiberglass sheet and replaceing it with a pieced EPDM rubber is an option because the underlying foam would not hold the glue. 7. He also stated that a 1 piece aluminum sheet was not a good option due to lack of support in the middle. 8. What he did suggest was to intstall a new fiberglass roof ,which is very expensive. 9 this is pretty much what was said in earlier post. Really don't know what to do at this point. I would be interested in listening to any suggestions

One option...Since your current trailer is not leaking at this point you could trade or sell it and buy another trailer...
A second option would be to have a body/trailer/boat (take your pick) shop add another layer of fiberglass sheets and marry them into to the the current roof and repaint it...
