I personally have a friend who was driving her horse trailer and was hit by a run away landscaping trailer that did not have chains and hit them head on. Her horse suffered major lacerations and trauma and my friend suffered severe whip lash.
I have to say I think the authorities and incredibly lax for not pulling over trailers with no inspection stickers or safety chains.
For my own protection and the protection of my loved ones I hope every one out on the road today gets a hefty fine for not having their trailers regularly inspected and maintained.

Our state does not offer inspection stickers for trailers.... but we do require safety chains and we personally use them always, and inspect our trailers lights hitch and brakes...

Learned my lesson years ago while towing a hay trailer out to feed the cows. The pin bounced out of the hitch and the loaded trailer wound up in the ravine. Just glad it was on the ranch and not the highway.
