I have a concern - we weighted my trailer's tongue weight empty and with horse in the trailer... my ball is rated at 600/6000 - tongue weight on the trailer empty is 464 and with the horse in the trailer tongue weight is 720... do I need to get a better rated ball.... I just don't want to risk putting strain on the ball or the hitch...

IMHO, when in doubt move up to the next weight rating.

Like huntseat says...a higher rated ball mount and ball are cheap in the big picture of hauling...:)
