Don't know about a dually, but on my last truck I got 75,000 miles on my tires and they still had 20%+ tread left, nice even wear and I always had them all four aired up to 80 PSI. Doing the same on my new truck. Has 1700 miles on it in two weeks and 100% of that has been pulling the trailer.We have three other vehicles so the truck only gets used for hauling/towing- either the trailer or hay/lumber. The ride was a bit stiffer with 80 PSI than with the 60 it left the dealership with, but it is a truck, I really don't mind if it rides like a truck. They new 2010 SRW 3500 Ram rides smoother with 80 PSI than either of our Jeeps do (even the 2009 Jeep).

You might want to check the placard on the driver's door. It'll tell you the manufacture recommended pressure at the GAWR's for each axle. With 3000 lb in the bed you should be under these for a '99 dually. My guess it'll say ~80 psi for front and ~ 65 psi for rear. On a dually, the front tires are more heavily loaded than the rear tires.
