Boat owners that use outboard motors, frequently incorporate removable fuel tanks. On the floor located at each side of the tank, is an elongated "C" shaped cleat, made of nylon or stainless steel. These are screwed into the flooring.

An adjustable strap is located between them, and looped over the top of the tank. When the strap is tightened and secured, the tank is as well. When the strap is loosened, the tank can be removed for cleaning or refueling. One or more of these straps could be used to secure a water tank.

Another way to secure the tank, would be to mount eye bolts into the flooring on each side of the tank, and use one of the light duty, ratcheting load straps between them to secure things.

Outside, the strap rapidly deteriorates with UV exposure, but in an enclosed space, it shouldn't be a problem.

You're welcome
