The latest in the ongoing USDA/APHIS attempts to document all horses (as livestock) for the alleged purpose of disease control is now in the comment phase. The proposed reg can be found at www.regulations.gov

This could create a lot more paperwork/documents/stuff in order to cross state lines for trail riding, camping, shows et cetera.
It seems to me to be unduly burdensome on ordinary horsefolk.
