We are actually installing our living quarters and yes we did put down insulation prior to installing the plywood floors. We were told that it was better for heat, air and also noise. It seems to have made a difference

Insulation makes the floor more comfortable, quieter, and keeps the chill from the cold ground.
I would not use OSB for a flooring material
You can install sleepers, then insulation,then plywood and vinyl without any condensation problems.
