Check the feed stores.  It may be easier to find a certified hay pellet or cube than hay.  I was feeding hay cubes this winter that were certified weed free (it says it on the tag).  They were 11.60 for a 50lb bag.

Most states have an ag dept of some sort that certifies the hay. Find out who that is on AZ, and call them. They have a complete listing of certified hay producers.
