I've ridden parts of it in North Dakota. The portion of it that is within the Sheyenne National Grasslands is open to horses, as is the portion of it that is within the Fort Ransom State Forest. I believe there are portions of if in North Dakota that are not open to horses, though. And I believe major portions of it in other states are closed to horses. The trail runs through the jurisdiction of many different entities: National Park Service, US Forest Service, state forest and park services, local parks, private property, etc. In most cases, it is up to those entities whether horses are allowed. Also, something to note is that historically, many proponents of the North Country National Scenic Trail have been markedly anti-horse.
