I just got a Kipor 3500 and used it for the first time this weekend.  when it is on smart throttle, it revs up and down and sounds like the engine is "missing"  Is this normal?  I bought it on Ebay and the seller is less than helpful.

Was there anything plugged in to the generator?  When you have it on smart throttle and anything "kicks on" (frig or AC compressor, microwave, etc.) it will rev up to meet the power requirements.

Ok, since this is your first post we don't know your mechanical side yet, so don't take this question as a stab, just a question please. Did you fill the oil on the generator per the owners manual? If yes, great, if not do so immediately. As for the smart throttle, it does kick up and down as it needs power, and it will NOT run an A/C unit of 13-15000 BTU with the smart throttle without sounding like it is about to die when the A/C unit kicks on. So if you were running the A/C that is most likely the problem, and you need to turn the smart mode off.

yes, the oil was filled.  we started the Kipor in regular mode and turned on the air.  After it was running, we went to smart throttle and it goes up and down continuously.  I thought it said in the book, you shouldn't run it on full mode for more than 30 minutes.

Glad to see this thread.  Also had "issues" with new Kipor up in the mountains.  Was wondering about the smart throttle and the fuel mixture adjustment.  We were pretty high up, I don't know what altitude.  A buddy adjusted the fuel mixture thingy and it helped, but still didn't seem right.  I read the book too Brenda, and saw the bit on the 30 minutes on regular mode.

Since I am not real mechanical, I look forward to any suggestions on the operation of the generator.  Thanks.

I know that above 4000 ft you have to install the high altitude jet in the carburator. This is from http://www.kiporgeneratorsonline.com/parts.htm :
"When operating a KIPOR portable generator above 4000 feet you will need a high altitude kit!"
I think the kit is $21.00. I don't know how high you are but that could be a possibility
I ran mine over the weekend and I did notice that it takes a bit of an effort for it to start the A/C with the smart thottle on and kinda chugs a bit but once on it continues running without hitch. I also did not have it on perfectly level ground either.
Another thought also, I started mine up once and forgot to switch the fuel switch to on and the idle went up and down like you were describing. Just another last minute thought

I am told that the governor stuck and caused it to flood out and not crank.  Any ideas on what may have caused that?  Thanks!

Not exactly, it says on page 11 limit operation REQUIRING MAXIMUM POWER to 30 minutes, as in the maximum continuous pull at full amp draw. On page 4, under 2.3 Smart Throttle is states when high electrical load appliances are connected simultaneously, turn the smart throttle switch to the OFF position to reduce voltage changes.  It won't hurt the engine to run at full throttle, it will just use more fuel.

We had to buy an RV generator adaptor for our generator to runt he ac with no problems. Our cord was 15 amp, but the plug is a 20 amp. It took care of it bogging down so much and runs much better now. And for those Kipor doubtors...our friend had to do the same for his high priced HOnda generator....hope this helps...
