Is it normal (or at least possible) to connect the water heater (electric) to an on/off switch so that it isn't turning on/off when not in use?

Also - while looking at water heaters at Home Depot/Lowe's, I saw a "water heater pan", which the heater sets in and the pan just collects any moisture which could build up on the outside of the heater. Is this necessary?

yes on the switch, and good idea on the pan.... helps catch drips when winterizing or when changing the electrode
