surface rust on trailer frames

Subject: surface rust on trailer frames

just bought a 2004 keifer & it has surface rust on under frame & ball hitch area. what would be the best way to keep up or ahead of the rust a  spray or brush on bedliner product or some kind of rustoleum paint. Any suggestions would be appreciated.

wire brush, elbow grease, and rustoleum.

Before I sold my trailer last summer, I took some navel jelly to all the rusty spots. After cleaning the rust off, I sprayed with Rustoleum

After wire brushing, and before painting, spray some rust neutralizer on the steel.  Permatex makes some in a spray can that can be bought at most auto parts stores.  It says to wait 24 hours before painting over the rust neutralizer.
