If it is an older trailer, it was very common to not title them years ago. Now that many folks need that security, and likely a license plate, it is very common for the state to treat it as a homebuilt trailer, as you see from that VIN plate because the original Manufacturer Statement of Origin is long gone. Obviously they didn't know how old it was, so I assume that year came from when the process was done. Can't speak to MO, but in Tennessee it requires a safety inspection from a Highway Patrol Officer before they'll issue a VIN and install the plate. But that now is that trailer's VIN. Good lesson here- process any title paperwork immediately upon receiving it. Much of it cannot be duplicated and other routes like this are tedious and expensive.
