If you use synthetic grease, your bearing packing intervals can be extended to several years. If your state has a brake inspection requirement, they have to be pulled annualy .

I'd recommend inspecting/repacking yearly. Since bearings, races and seals are pretty inexpensive (but the damage caused when they fail is not), I replaced them every two years, whether they needed it or not merely as a precaution. Since I had the hubs pulled anyway, and the grease seal is usually damaged when it's removed, it just made sense to me to replace everything while I had it apart.
