I just bought an older 2 horse trailer and cannot find a vin number.  I guy I bought it from didn't give me a title and am unable to license it without it.  I don't know the make, model or year of my trailer.  I have looked for the vin on the frame and inside and outside of the trailer and have had no luck.

You may have to contact you state patrol office and have to go to their local offic enad have it inspected. Here in washigton you would need to bring it to the State Police and bring it thru the VIN lanes. If they can not find a VIN they will make on and have it permently affixted to your trailer. They usually put it up on the tongue area. I hope this helps. Best advise is to Contact the DMV/ DOL or the State Police and they should be able to send you in the right direction.

we ran into a similar situation. We contacted the ND Highway Patrol. He issued us a number. My husband welded the number to the trailer. ( In the location they had discussed), he came back inspected and gave us paperwork to get a licence and title.
