Subject: Water Stains On Ceiling. Help!

Any suggestions on what to use to cover water stains?  The ceiling material is the same as that used in RVs, so it has a slick surface.  I attempted to use Kilz, but it doesn't absorb.  It just slides around due to the slickness of the surface.

You could try abrading the surface with a Scotch Brite before applying the Kilz

 The ceiling is probably the paper backing type paneling, the only thing Ive had luck with is can spray paint for light touch up, may have to just be replaced.
