If it will still clear your truck's side rails or if you are going to a flat deck setup...I see no problem other than the costs...

The prior owner had the axles blocked to accommodate their truck and then added a short ramp.  I do not have this problem with my truck. Due to the size, the ramp is too steep to be safe especially combined with new shavings kicked out upon exit. (my horse already slid down it the first time I used it) PLUS it is a huge PITA to me to have to lower the ramp everytime I want to open the back doors.

Also the fenders and wheels look strange all jacked up in the air like they are.

Look to see if the blocks were welded to the axles and trailer or merely bolted.  If the blocks were bolted, the unblocking process is simple.   You may have to purchase new bolts for the shorter length.
