Some people have told me that I should use the tongue jack to reduce the tongue weight of my bumper pull when it's hooked to the truck and the rig is parked--to reduce the wear on the truck rear suspension. Is this true or is it a wives tale? My truck is a 3/4 ton with heavy-duty suspension and towing package. It's rated to pull a trailer up to 12500 lbs. My trailer is a 17-ft, 2-horse bumper-pull that weighs about 2800 lbs empty.
Do you think I should take some of the tongue weight off of the truck when it's parked, or is that overkill?

Parked, connected for months, ya I would. Parked for the weekend or week camping, I wouldn't bother. I lower the jacks on my trailer on camping trips only to stablize the trailer. I'll unhook only if leveling requires it.

Your trailer weight is insignificant for your trucks capabilities, lowering the jack is not needed to protect your suspension. Lowering your jack will slow or stop a truck/trailer thief.
I do unload my trucks suspension when I have my gooseneck connected and am stopped for the night or camping.
