Can you safely haul horse panels in the back of your truck bed while using a gooseneck too!

There are to many if's to answer your question. 

The panels would have to fit within the box (short or long) of your truck.
I wouldnt have them above the side rails, so they should lay flat
The gooseneck ball has to be accessable, and no impedance of the safety chains and wiring.

If the above is doable, then yes you should be able to haul them safely.  I would still strap them down.
