Does anyone know of an inexpensive solution for stall floors? I have 3/8" minus structural fill (i.e. screenings) right now. It drains well but produces a ton of dust! Rubber mats are pricey. I've also checked into EquiTerr. Any other suggestions?

I also have 3/8 minus on my floor.  What you have to do is rent a small gas powered vibrater.  Level your stall floor and get a gardenhose. Dampen the floor, don't soak it but get it wet.  Run the vibrator over your floor til it's packed in tight.  It will get pretty hard.  That's what you want. No dust, and a good floor that will still provide drainage.  I've had mine for 6 years now.  If you have a horse that digs, you will have a problem. But then again a horse will dig almost anything up if they set their mind to it.  I bed mine fairly deep. And it cleans up great.

Have you looked at Stall Skins stall mats?  That's what I'm using over a crushed rock base and I've been very pleased.  They are reasonably priced, especially when compared to rubber mats.  As long as you install them according to their directions, you'll do well with them.  I believe they have a 10 year warranty too.
