I just acquired a 1972 Stoddard 3-horse tag along trailer that I am retrofitting. It currently has 6-bolt Hammer Blow Tool Company axles that are in good shape but have hydraulic surge brakes that are no longer functional. Is it possible to change these out to new electric brakes without replacing the axles as well? In my neck of the woods (Yukon), new axles complete with electric brakes are going to run me about $1,200 CAD even before shipping - ouch.

If you already have Surge brakes on the trailer, then the axles will have a flange on them to accept  the electric brake assemblies. You will need 4 brake assemblies, 4 brake drums, wire, a electric brake controller, and a male and female 6 prong trailer plug. You could keep the old surge brake activator coupler, or remove it and put on a regular coupler.

YOU SHOULD BE ABLE TO USE YOUR BRAKE DRUMS THAT YOU HAVE NOW,JUST MAKE SURE THE FLANGE ON YOUR AXLES (bolt pattern)MATCHES WHAT YOU ARE ORDERING
THIS IS ALSO A GOOD TIME TO CHECK OUT YOUR BEARINGS AND REPACK THEM OR REPLACE,
GOOD LUCK

I'd think twice about leaving a telescopic coupler on there with no hydraulic resistance.
OK, I thought about it ONCE !
I woudn't.
