Hot water heater does not shut off, water over flowed. Thermostat?

If the water gets excessively hot, then the T & P valve will bleed off the pressure. The thermostat is probably at fault. Check the connections and setting before any change is made.

If the temp is normal and water is still being by passed by the valve, there probably is no air pocket in the heater. Turn it off, open the T & P valve, drain some water, close things up and try it again.
