I have seen a manufacture that is using the tubular steel frame for fresh water storage, which I believe included the gooseneck. I was at a trade show and he didnt have my full undivided attention, so I'm not positive of that.

There was a post on here somewhere somtime back about water storage that someone had made out of 4" pvc pipe between the crossmemebers. I have also seen some trailers that have water tanks on on the gooseneck wall. Keep in mind...storing water out on the gooseneck will add directly to your tongue weight...very little of that weight will transfer to your axles on the trailer.

It will also be shifting weight which will cause more stress at the hitch. Also pvc isn't ment for water storage only sewage. The chemicals can be harmful.

PVC piping has commonly been used for cold water supplies in houses for years. You can quickly build a reservoir using 4" or 6" piping. Most GN rigs can accommodate a couple extra hundred pounds on the pin. If you have the room, this seems like an ideal location.

memory, Have you considered a hay rack?. I mount water tanks in my hay racks. It's an easy 48 gallons of water with good water pressure. Easy fill from the ground. I just use it for the horses so I use the white tanks, but if I wanted it for people, I would buy a dark green or black tank so that nothing would grow. Another advantage of storing water in this area is that the weight is over the axles.
