Hello, Newbie here.

Does this look like a trailer anyone recognizes:

 

I am considering purchasing it.  It does seem to need a paint job and a little rust management.  Is this something a DIYer could manage at home?  Title is listed as "home built."

Location: Raleigh, NC		Hmm. I did a copy/paste to insert the picture ... and I can see it when I open the thread. I'm not sure how to fix it further.
