Time is running out to make comments on the Federal Register regarding the official numbering system. The White House said that rules and rulemaking would be put on hold, but it appears to be a very subjective thing, and it does not look this these rules are going to be subject to that. So, please, speak up, speak out.

Additionally there are four bills currently in varying phases of the legislative process, but all introduced, and would mandate NAIS irrespective of this rule.

HR 875: Creates the Food Safety Administration, contains mandates for NAIS, considers it already law. Fines of $1M and up to 10 years in jail, not exclusive. Allows the new Food Safety Administrator to set fees for annual registration of “establishments” (anyplace that comes into contact with food or its ingredients - and does NOT exclude private residences!!), issue orders and rules with the weight of law. This bill also cites executive order 12988, and so claims to pre-empt local and state laws to the contrary.

HR814: is NAIS.

S425: NAIS - for all food from seeds to fork.

HR 1105 is the Omnibus Appropriations Act, 2009. This provides more than $14M for NAIS, including over $9M specifically for traceability.

This is a bad thing because it allows the government to step into your backyard and dictate how, what,when where and why you do anything with your animals of any kind. The USDA already governs how many dogs and cats you may have without having them neutered (3). NAIS would require you to notify the USDA any time your animal leaves your property. In the case of horse owners, that means if your mare is going to a stallion, if you are going to a horse show or a trail ride or a trip to the vet you will have to notify the USDA. Each of your animals will have to have a microchip for identification and you will have to have a chip reader available for any person in authority who wants to identify your animal. Every head of livestock from cattle to goats, pigs, sheep, horses, donkeys, any animal classified as livestock, will have to be chipped, even if that animal is the pig out in the pen who is destined to wind up on your own dinner table. The scope of this proposal is unbelievable.

I WILL NOT COMPLY.

So they are including gardens in this as well.  Now that is stupid and I don't see how they could possibly enforce it.  Tomatos and bell peppers make good house plants.......

THis item will be up for hearing on WEDNESDAY MARCH 11, 2009.

PLEASE contact your Congressional senators and representatives and let them know your feelings about NAIS.

I am all for having horses labeled as livestock .. but not if I have tell Big Brother everytime I want to leave my property.

AND.. this means even the 4H family that raises a hog, calf, sheep - has to register those animals.  TOO MUCH money being spent on something very over-the-top. 

Not everyone has internet access to notify the government of where their livestock/produce is going and when and why.

I have to believe that stockyards keep track of where cattle come from.  etc.

The U.S. House Agriculture Subcommittee on Livestock, Dairy and Poultry will hold a hearing on NAIS on March 11. Bills to put NAIS into law, HR875 and companion Senate S814, are being pushed through Congress, as well as an Appropriations Bill with funding for NAIS. This hearing is critical to blocking mandatory NAIS.

ACTION: Please call and fax all members of the subcommittee (below). 1. When you call, ask to speak to the legislative aide for agriculture. Form a positive relationship with the aide. Become his or her source of knowledge for NAIS. Be RESPECTFUL and POLITE. Remember, who would the aide rather speak with, someone who is courteous or someone angry and resentful?
