I have 16" wheels on my truck, and 15" wheels on my trailer. The trailer rides at a tilt up, even with the hitch sleeve adjusted as short as it will go. Also, the trailer is hitting my tailgate. Is it possible to replace the wheels and tires with 16" to match the truck?

You may be able to depending on clearance between tires and fender clearance, but it will only get you an inch maybe 2 more of height, and if you are hitting the tailgate now that probably won't be enough to help. You will probably need to block the trailer axles, lower truck, or go to flatbed. Time again to question why the truck manufacturer's think we need beds to high to climb into, or tow gooseneck/5-wheel trailers with, without having to put on a flatbed or rework trailers. The people that want lifted trucks will do it anyway so why not make them so we can use them for what they are intended.

I had my trailer lifted. It added 3.5 inches. Also look into a V tailgate. That helps the tailgate issue and makes it easier to back/park your truck when you are not towing.
