So now take out the same actions on the obese horse owners. There are lot more of them, than the under fed ones, like these.

Strange we never see anyone complaining about the poor obese horses. They are in need of just as much help as the poorly fed ones, sometimes more so.

Marla - I think you are doing a good thing by making sure these horses have food & water.  It's not their fault their owner and the judge are complete idiots and it's heartbreaking to watch them suffer.  (If the judge sent them back this time, he's not going to do anything until they're dead and probably not even then, so I disagree with anyone who says you're doing them a disservice..)

We had a similar case in our county and we contacted the State's Attorney (not necessarily an animal person, but a female with good sense!) and she was able to convince the lady to keep a round bale out through the winter until grass grows in the spring.  I'm not sure if it was merely the threat of charges being filed, but our pet rescue group has someone drive by her house several times a week to make sure she has the round bale out and if not, we're burning up the lines to the State's Attorney's office.  I would still try to use the negative press route if you haven't done that already.
