If your axle has brake flanges, you sure can.  You will need to know the axle capacity (look on VIN tag of have someone help you figure it out using wheel size, etc.) and the bearing numbers so that the brake drums will be correct.  You will also have to add a breakaway kit, required by law in most if not all states.

I had a 2h gn that we added brakes on the front (I believe) axle. It was pretty easy to do. I can't remember where we got the parts. It was an online store...Made a world of difference.

Northern Equipment lists a fairly full line of trailer axle, brakes and hub components, if you don't have a supplier close to you.
