Hi and welcome to the forum.
There are a few rumors floating around that PA is on an "increased enforcement of existing laws" kick.
I was down around the Reading and Lancaster area last week; I didn't get stopped, didn't notice an unusual number of officers, I think most and perhaps all of the weigh/inspection stations were closed. If the rumors are true I might have been worth a little bit of attention with the head to head gooseneck trailer, even though I know I'm under limits if they're checking THAT MUCH I think I would have been a likely candidate. Anecdotal evidence I know, but its all I have.

It is not just PA.

I Live in OK.  And the DOT is cracking down on little inforced laws because of terrorism affects.

It has to due with Gross Weight Rating of Trailer and Truck combined.  26000 lbs in state and 22000 lbs out of state travel requires DOT Tag on truck and trailer.  If Traveling for commercial use driver must maintain CDL.  Tickets are in the $1000 range.

I can see only a very weak link to terrorism issues, but the t_word seems to be the rationale d'jour for anything/everything that the authorities want to do. It probably has more to do with revenue.

War horses ?, no officer, they're definitely not THAT !
Binary devices ? - Yes, I heard about that.
Yes, that probably IS manure that you can smell.
Yes, I have a 6 gallon diesel fuel container, it IS full, it is ONLY for emergency re-fuelling - of the truck.
Yes officer, but I think it is a different sort of fertilizer that they mix with diesel fuel to make loud noises.

Can I please go now ?
