Need ideas on order of troubleshooting. Trailer brakes engage when breakaway pin is pulled. Brakes do not engage with truck brakes. Voltmeter indicates problem at brake location on truck plug. The fuse seems ok, but didn't try changing it. Lights all work.
Any ideas for what next?

Is this a new truck?...if so, check the fuseblock under the hood for a dummy fuse...

I would suggest visiting the manufacturer's website for a troubleshooting guide. In most cases we focus our attention on the wiring when the controller may be out of adjustment.New and integrated controllers need to be connected to trailer before they will work. With the new electronics to work properly the ground has to be good.To help us help you better we could use a little more information on your setup. This will save a lot of guessing and hopefully get you up and running quicker. The truck has an integrated controller.The controller was just installed. What brand of controller? The trailer has electric over hydraulic brakes.Has is worked before or on other trailers?I replace the trailer plug?I rewired the receptacle?

Thanks, here is additional info/question.
2008 Chevy with factory hitch and dealer installed DrawTite Activator II. Noticed it has a slide to manually apply brakes which I haven't tried. Have tried the gain adjustment. Brakes worked on previous trailer 2 years ago but that's when last used. Now it is a different trailer.
Is it true the ball & hitch are part of the grounding? The ball is rusty. It is 7 prong and no adapters involved.
The only fuse listed as brake controller is under the hood and it's fine, and changed just to be sure.
Have the trailer unhooked currently.
