It should be bolted to the bulkhead, preferably where additional bracing is located. Like the batteries, full tanks are heavy and can stress any attaching structure, especially when traveling rough roads.

Stainless bolts, self locking nuts and large fender washers will work well, regardless if your trailer is steel or aluminum.
