Hi Chad,
Thanks for the reply! I have an '02 Ford Expedition w/a bumpger installed hitch and on it is printed, "max 400lbs. tongue weight max 4000lbs. trailer weight". I am wanting to pull a 2h straight load w/only one horse in it and am wondering if I should take the chance b/c I know I really should use or install a frame mounted hitch.

I think a frame mounted hitch would be a better choice. Primarily because you dont know the exact weights, and will probably be close to the bumper's limits. It is unlikely youll be able to haul the trailer level hooked to the bumper. A trailer that is not level can have handling problems, braking problems, and can overload individual axles.

Make sure the frame mounted receiver is set up to fit around the spare tire. Many after market mountings block the removal/access of the tire. The OEM hitches are built to fit around the drop area.
