By crossing the chains with a BP, the tongue will be supported if the hitch fails, and is not enabled to dig into the road.
A GN's chains, usually will not allow the king pin to escape the truck's bed, which allows some control in steering the nose of a loose trailer. The only way the king pin can touch the pavement, is if the chains fail and the trailer is running free. I agree, when pulling a GN, don't cross the chains.
